Cloudbreak Energy advances 50 MW battery storage project with Black Hills Energy, showcasing a model for utility and commercial partners

BOULDER, Colo., September 4, 2026: Cloudbreak Energy, a national developer and operator of distributed and utility-scale solar and storage projects, is moving forward with construction of the Pueblo Battery Resource, a 50-megawatt (MW) battery storage facility at Black Hills Energy’s Pueblo Airport Generating Station (PAGS) in Pueblo, Colorado. Black Hills Energy recently issued a notice to proceed on the project, one of the largest utility-scale storage systems Cloudbreak has advanced to construction.

Cloudbreak is developing and constructing the project with Black Hills Energy taking ownership at completion. Global engineering, procurement and construction firm Linxon is delivering the balance-of-plant infrastructure needed to support 50 Tesla Megapack batteries, including the associated electrical and civil engineering work Linxon supported project development and constructability planning in addition to delivering the balance-of-plant scope.

Once complete, the four-hour battery system will store 200 megawatt-hours of energy, charged with excess renewable generation from other Black Hills Energy resources and dispatched to serve customer peak demand. The Pueblo Battery Resource is expected to enter service in late 2027 and will support Black Hills Energy’s efforts to meet Colorado’s requirement to cut greenhouse gas emissions 80% by 2030, while maintaining reliable service for customers across Southern Colorado.

“This project demonstrates Cloudbreak’s development versatility and ability to finance and deliver large, complex storage assets, and deliver these projects on-time and as-promised to our utility and offtake partners” said James Cleland, CEO at Cloudbreak Energy. “Our utility and distributed-scale battery business line is expanding rapidly across the United States and we’re looking forward to expanding our build-transfer and other capacity contract relationships with other utilities.”

The Pueblo Battery Resource reflects the approach Cloudbreak brings to every project it undertakes: disciplined site selection and interconnection analysis, rigorous project finance, and a development team that stays engaged from origination through long-term operations and maintenance. That approach is increasingly relevant to utilities and large commercial energy users alike, as demand from data centers, advanced manufacturing and electrification places new pressure on the grid. Utilities working to firm up renewable generation and meet peak demand, and commercial and technology companies seeking reliable, low-carbon power for their operations, are turning to battery storage as a proven, fast-to-deploy solution.

Cloudbreak is actively partnering with utilities and commercial energy users nationwide to develop similar storage and solar-plus-storage projects. Organizations interested in exploring a partnership can contact Commercial Accounts Associate, Eleanor Zwart, at eleanor@cloudbreakenergy.com
